This tutorial will guide you through the simple steps to measure the length between two points using the Ruler Tool in Photoshop
1) Select the Ruler Tool from the toolbar on the left.

2) Click at the starting point and drag to the end point to create a line. You can use vertical snapping by holding down the Shift key

3)You can create a continuous line by Alt-clicking on the end of the line and dragging to the second endpoint.

4)You can see the Ruler Tool options at the top.
L (L1, L2, Ln) means the length between two points, A is the angle made by two lines, X, Y mean the coordinate values โโof the starting point.

5)Clicking Clear on the right side of the tool will reset the Ruler Tool.
